RULES AND
REGULATIONS
Superintendents in
all departments will run their departments as they see fit, and they
will have the full cooperation of the fair board.
1. The officers and directors will be on the grounds during the Fair
and will be convened for business whenever the President has business
to submit. They shall have control of every article and animal upon
the grounds, and while every precaution for the protection of property
will be taken, the Secretary will under no circumstances be held
responsible for any loss, which may occur.
2. Each division will be in charge of efficient Superintendents who
will be upon the grounds, have control of the arrangements and all
exhibits and assist exhibitors in systematically arranging the same to
show to the best advantage of spectators as well as to the committees.
3. Each superintendent shall receive the class book of the various
classes of his division from the Secretary, taking charge of the same,
and record all awards made by the awarding committee, instruct
committees as to their work, having the books signed by each member of
the committee and returned to the Secretary as soon as the work is
done. When the classes are large and require it, the Superintendent
may appoint an assistant for the same.
4. Exhibitors are expected to obey the Superintendent promptly in
producing their stock when requested to do so. Any refractory person
will be ruled out from competing.
5. The Butler County Sherriff’s Office are the conservators of the
peace and it shall be their duty to arrest any person creating any
disorder or violating any law of the state or rule of the society.
ENTRIES
6. Competition in all Open Class Departments is not limited.
7. Books will usually be ready in late May or early June, and entries
may be made by mail after that date. Great care will be taken that
such entries are correctly made, entered and entry tags safely
returned.
8. All stalls and pen reservations must be made five days prior to
opening date. All Floral Hall entries must be in place by 6:00 p.m.
Entry Day, except flowers and plants. (See Dept. H)
9. Entries may be made by mail or at the Secretary's office at Allison
anytime after June 22, 2005. Persons intending to exhibit are
requested to make their entries, if possible, before Entry Day.
10. Exhibitors must see to their articles and designate the particular
variety to which they belong and in which class they wish to have them
entered as no change will be made after being on the Secretary's
books. The responsibility must rest with the exhibitor.
11. Should any individual exhibit an animal or article in other name
than that of a bona fide owner to attempt to perpetrate a fraud upon
the department by misrepresenting any facts, the entry thus made shall
not be allowed to compete for or receive any premium. In case of
question as to age of animal, the superintendent shall appoint an
expert whose decision shall be final.
12. The artists, manufacturers or agents must enter articles, which
are result of mechanical or artistic skill.
13. Articles that are products of the soul must be entered by the bona
fide owner or agent and shall be owned by an exhibitor at least twenty
days previous to entry.
14. All articles, goods or stock must be entered as listed in this
catalogue.
15. No charge will be made for entries.
16. Entries for special premiums must be made with the Secretary of
the same as for other premiums and the purpose expressly stated.
17. Copies of the premium list will be furnished free upon application
to the Secretary.
18. All articles and animals can be entered in any class to which they
are eligible and compete for more than one premium.
19. When there is no competition the Judges and the Division
Superintendent shall decide whether the first, second or no premium
shall be awarded.
20. In case of one exhibitor, only one premium will be paid.
21. A committee may award the diploma of the Society when in their
judgment, justice demands, but in no case can a premium be changed
after the books have passed out of the Superintendent's hands.
PROTESTS
22. All protests must be made in writing, setting forth the ground for
protesting.
23. Protests against the exhibition of either animal or article must
be filed with the Secretary before the awards are made and will be
considered before the hour of showing.
24. Protests against the awards must be filed with Secretary
immediately after award is made, and will be considered by the
auditing committee, which will examine cause of complaint and settle
the dispute at once and no further hearing will be had. No complaint
or appeal based on the statement that the Awarding Committee has
overlooked articles or animals will be considered.
STAND PRIVILEGES
25. Parties wanting stand privileges must apply to the Secretary for
location. All parties must apply to the Secretary for license before
setting up.
GENERAL RULES
26. Goods and stock must be delivered on the grounds and put in place
by the exhibitors and removed by them at the close of the Fair. Animal
dying on fairgrounds of unknown cause shall be posted at owners'
expense and disposed of.
27. All exhibits in all departments must remain on the grounds until
5:00 p.m., closing day of the Fair, except Floral Hall exhibits can be
removed at 6:00 p.m. Anyone removing any exhibit before that time will
forfeit their premium money unless they have proper authorization.
This does not apply to the Club Calves, Market or Pigs or Sheep. They
may be removed immediately after the sale.
28. Exhibitors making entries and not exhibiting shall forfeit all
fees for space, stalls, pens and exhibitor tickets. No refunds will be
made for any reason, except by official action of the Executive
Committee in each case. All applications for entries or exhibits must
be made in accordance with Rules of Secretary's office and in accord
with instructions found in the various departments.
29. No intoxicated or other improper and disorderly person will be
permitted on the grounds and it is made the duty of the marshal and
police to arrest on view all persons and forth with take them before
the proper officers to be dealt with according to law.
30. Exhibitors can object to committeemen and the directors will make
other selections with the advice of the President.
31. Cattle Stalls, $8.00 per head. Fair Association will furnish all
bedding. No free bedding. All barns must be cleaned out by 10:00 am
each day.
32. The gates will be opened at 8:00 a.m. each day. Anyone who
misbehaves or uses vulgar or profane language within the enclosure
during the exhibition will be compelled to leave the grounds.
33. In case the funds of the Society after paying incident expenses
shall not be sufficient to pay the full amount of the premiums that
may be awarded, the same will be paid pro rata among the successful
competitors.
34. The auditing committee will meet the second Saturday following the
Fair to audit all bills against the Society and to examine reports of
Superintendents and committees and as soon after said meeting as
practical, premiums will be sent to exhibitors.
35. All bills not presented by the second Saturday following the close
of the Fair will lay over until the next season.
36. An exhibitor in any way trying to influence or obstruct the Judges
in making awards shall be ruled out and shall not be allowed the
compete in any class.
37. Judges shall not award prizes to an unworthy animal. It is the
intention of the Fair Management that no premium or distinction of any
kind shall be given any animal or does not deserve. This rule must be
strictly adhered there be competition or not.
38. Stalls for cattle and pens for swine and sheep may be secured from
Frances Krull, Secretary, 16131 270th St., Aplington, IA 50604. Stalls
for cattle, $8.00 per heads; Pens for sheep, $4.00 per pens.
39. All barns must be cleaned by 10:00 a.m. daily. Keep 2 wash racks
and between barns picked up.
